When a species develops to the point. Where their insane suicide also murders the living planet in which they reside. An outside species can lay claim and take action. When the decision has been made for self destruction as defined by the whole outside community (Galactic). The whole of the planet will no longer be theirs. Their whole existence will become extinct.
